A concession agreement on a major PPP tram project in Sverdlovsk Region supported by Kachkin & Partners has been signed

Last week our client Verkhnepyshminsky tram company (a subsidiary of Movista Regions), signed a concession agreement with Sverdlovsk region government on. Under the project it is planned to build and operate an interurban transport connection in Ural region. The company will make a new transport management model, renew the rolling stock and transport infrastructure, including depot station and route network.

Kachkin & Partners provided comprehensive legal support to the project in terms of preparing a private concession initiative, which had successful commercial closure on May 21, 2021. Our attorneys keep supporting the project at the stages of its financial closure and implementation of the agreement.

Currently it is the first inter-municipal public transport project in Russia. The concession agreement provides for a high-tech depot station design and construction in Verkhnyaya Pyshma and purchase of 11 single-section low-floor trams. The construction will be carried out at the expense of the investor also attracting funds from the leading financing organizations within a year after the agreement conclusion. The investments fully amount to 1.9 billion rubles. When construction is complete the investor will be able to operate the tram route for next ten years.
