Alena gained her master’s degree from Saint Petersburg State University, specialization: “Real Estate Turnover Associate”. Alena’s research interests include the issues of legal regulation of cultural heritage sites and promotion of investments in their preservation. During her studies in the graduate school, Alena gained experience working at a major Russian investment company.

At Kachkin & Partners, Alena focuses on public-private partnerships, in particular, on the issues related to the drafting of concession agreements and tender documentation and to identification of legal risks associated with public-private partnership projects and preparation of recommendations to minimize them. She has experience in supporting concession projects implemented at the federal and regional levels. She participated in the following projects, among others:

  • legal support of a concession project for the construction and rehabilitation of centers for the elderly and disabled persons in four municipalities of Nizhny Novgorod Region;
  • legal support for a concession project to set up a tourism facility — a ski resort — in the Republic of Bashkiria in the interests of the financier;
  • legal support for a concession project to set up an educational campus in Kaliningrad Region;
  • research into and a detailed analysis of the transport system in Samara Region as related to a public-private partnership; and
  • legal support for a concession project to set up and operate a warehousing and logistical real estate facility owned by the Russian Federation.

Alena is the author of research papers and articles in specialized professional publications.

She is fluent in English and French.
