Denis Kachkin

Managing Partner, Head of Infrastructure and PPP Practice

Denis has been practising law in the complex Russian legal environment since 1996. He graduated from the Law School of Saint-Petersburg State University with a Master's Degree. Before setting up Kachkin & Partners in 2001, he had worked as a lawyer with leading Russian and foreign law firms for several years.

Denis is one the few PPP experts in Russia who has been qualified by the Institute for Public-Private Partnerships, Inc. (IP3, www.ip3.org) in Washington, DC and has taken a training course on Designing Legislative, Institutional & Regulative Frameworks for Public-Private Partnerships there.

Denis has considerable experience in rendering legal support on PPP / PFI and investment projects and also on support of legislative activities related to PPP at request of municipal to federal state authorities.

Among his clients are Gazprombank, the non-state pension fund “Blagosostoyanie”, Johnson & Johnson, Ministry of Economic Development of the Russian Federation, St. Petersburg Committee on Investments, Committee on Economic Development and Investment Activity of the Leningrad region, Ministry of Industry and Entrepreneurship Development of the Murmansk Region, Ministry of Economic Development of the Stavropol Territory, Ministry of Economy and Trade of the Republic of Kalmykia, Administration of the Pskov region, Tatarstan Investment Development Agency and other public authorities and institutions of regional development.

Denis has been repeatedly awarded the honorary title "Lawyer of the Year for Project Finance and Development" according to the international professional ranking Best Lawyers (2014, 2019). In 2019 he has also been especially regarded by the ranking IFLR1000 in the sphere of project finance. 

Denis has been holding an IBA membership since 2001. In 2016 Denis has been appointed an officer of the International Bar Association Banking Law Committee. The Committee unites legal experts from all over the world, specializing in regulation in the field of capital markets, investments, project finance. Within his post Denis is representing the Banking Law Committee in the IBA European Regional Forum, providing interaction with European colleagues and implementation of the Committee`s regional initiatives. Since 2018 Denis has been appointed Vice Chair of the Project Finance Subcommittee of the IBA Banking Law Committee.

Denis is an active member of the leading Russian initiatives in PPP: the Expert Council on PPP development under the Ministry of Economic Development of Russia, PPP Development Centre (member of the Expert Council), the Working group for drafting federal law on PPP with the Ministry for Economic Development of Russia (till July 2015), the PPP Committee of Chamber of Commerce and Industry of Russia, the Working group on PPP with “Strategic partnership on economic and social development of North-West Federal region”. Denis is also a member of an informal club of proffessionals of infrastructure projects' market "Infrastructure club" (InfraClub).

Denis often performs at professional conferences and business events on the invitation of Russian media, non-profit organizations and industry-specific associations. He is the author of numerous articles published in the specialized Russian editions, and he also participates as an invited tutor of educational programmes in PPP / Infrastructure projects on the base of higher educational institutions (Moscow State University of International Relations, Saint Petersburg State University, Saint Petersburg State Polytechnical University).

Denis is fluent in English.
