Denis has been practising law in the complex Russian legal environment since 1996. He graduated from the Law School of Saint-Petersburg State University with a Master’s Degree. Before setting up Kachkin & Partners in 2001, he had worked as a lawyer with leading Russian and foreign law firms for several years.

Denis is one the few PPP experts in Russia who has been qualified by the Institute for Public-Private Partnerships, Inc. in Washington, DC and has taken a training course on Designing Legislative, Institutional & Regulative Frameworks for Public-Private Partnerships there.

Denis has considerable experience in rendering legal support on PPP / PFI and investment projects and also on support of legislative activities related to PPP at request of municipal to federal state authorities.

Among his clients are Gazprombank, Sberbank, VEB.RF, Sovkombank, Dom.RF, Tourism.RF Corporation, Avtoban, Sinara, Transmashholding, VIS, PIK, Glavstroy, K1, executive bodies of Leningrad, Moscow, Sverdlovsk, Chelyabinsk regions and others.

The level of Kachkin & Partners legal expertise led by Denis has been repeatedly recognized as one of the best in Russia both by Russian colleagues (according to the «Pravo.Ru-300» ranking) and the foreign ones (Chambers Europe 2012-2021; The Legal 500 EMEA 2012-2021; Best Lawyers 2011-2021; IFLR1000 2015-2021). In 2019 the Company was included in the shortlist of the prestigious Chambers Russia Awards 2019 lawyers award in the category “Law Firm of the Year in the Field of PPP”.

Denis Kachkin was repeatedly recognized as the “Lawyer of the Year in the Field of Project Finance” according to the Best Lawyers rating (2014, 2019, 2021), and Denis was also noted in the personal rating of IFLR1000 lawyers in project finance sphere (2019-2021), and The Legal 500 EMEA (2019-2021).

According to the results of “Legal Services Market Leaders” ranking of the Kommersant Publishing House in 2020-2021 Kachkin & Partners was included in the top of leading consultants in the field of public-private partnerships; Denis Kachkin was also among ten top PPP experts. In 2020, according to the “Kommersant” newspaper, Kachkin & Partners is in top 5 Russian legal consultants on PPP. Denis Kachkin has been also included into the best experts’ list in the personal ranking and was listed among the TOP-3 managers in the field of consulting and law in St. Petersburg.

Denis is an active member of the leading Russian initiatives in PPP: PPP Development Centre (member of the Expert Council), the Working group for drafting federal law on PPP with the Ministry for Economic Development of Russia (till July 2015), the PPP Committee of Chamber of Commerce and Industry of Russia, the Working group on PPP with “Strategic partnership on economic and social development of North-West Federal region”. In addition, Denis is the head of the working group on improving the legislation on passenger transportation under the Ministry of Transport of the Russian Federation, as well as a member of the expert council on the public-private partnership development under the Ministry of Economic Development of the Russian Federation. Denis actively participates in the informal club of infrastructure projects market professionals “Infrastructure Club” (InfraClub).

Denis often performs at professional conferences and business events on the invitation of Russian media, non-profit organizations and industry-specific associations. He is the author of numerous articles published in the specialized Russian editions, and he also participates as an invited tutor of educational programmes in PPP / Infrastructure projects on the base of higher educational institutions (Moscow State University of International Relations, Saint Petersburg State University, Saint Petersburg State Polytechnical University, Russian Presidential Academy of National Economy and Public Administration, Finance Academy).

Denis has been holding IBA membership since 2001. In 2022 has been appointed Chair of Subcommittee on Finance in Emerging Countries, Banking Law Committee.
