Formulation of legal arguments for the implementation of a recreational project on the basis of PPP
Formulation of legal arguments for the implementation of a major recreational center, including a healthcare facility, in Yashaltinsky District, Republic of Kalmykia, on the basis of public-private partnership (concession agreement). The result of the project is expected to be the construction and operation of a whole complex of recreational facilities and a modern medical center in the Republic of Kalmykia, as well as the construction of related infrastructure.
The challenge of the project was that Kachkin & Partners attorneys were tasked with developing a legal model for the implementation of a PPP project involving the construction and operation of a recreational cluster that included a healthcare facility.
Within the scope of their assignment, company attorneys analyzed the possible forms of PPP that would be suitable for project implementation, investigated arrangements for the participation of budgetary funds in the project, and assessed the associated risks.
