Alexey graduated St. Petersburg State University with a bachelor’s degree in Law science, and then received a master’s degree with honors in Real Estate sphere. Alexey joined Kachkin & Partners’ team in 2022. Before that, Alexey gained experience in a consulting law firm engaged in supporting investment projects.

At Kachkin & Partners, Alexey specializes in the field of PPP, in particular, he prepares legal justification for infrastructure projects’ implementation, identifies project risks and develops recommendations for their optimal minimization, supports project financing with the participation of banks and state corporations, prepares and analyzes credit and security documentation (direct agreements, pledge agreements of rights (claims), leases, shares in the authorized capital of LLCs, other property, credit agreements), prepares legal memoranda, opinions, certificates (including on issues of civil, land and urban planning, budget and tax legislation, legislation in the field of PPP (concession agreements and PPP (MPP) agreements), as well as other industry and related legislation, in particular, in the field of procurement, antitrust legislation). Alexey also prepares the documentation necessary for filing a private initiative in accordance with the Law on Concessions and the Law on PPP, and is engaged in preparation of concession agreements, PPP agreements (MPP), provides legal support for the implementation of operational activities of concessionaires, private partners at the operational stage, takes an active part in working with representatives of government bodies and organizations subordinate to them, including participation in the negotiation process to adjust with the terms of agreements.

Alexey participated in a number of major projects in the field of transport and social infrastructure, projects on the solid municipal waste management, IT projects in behalf of the company’s key clients.

Alexey is the author of a number of publications, he speaks English.
