Lusine received a specialist diploma of St. Petersburg branch of the National Research University «Higher School of Economics», studying at the Department of Financial Law.

Lusine gained experience working in various government agencies, participated in international conferences, internships, organized by foreign and international organizations, as well as in the legal study conducted jointly with the Council of Europe. She has been working in Kachkin & Partners since 2014.

Lusine specializes in the field of public-private partnership and has experience in supporting PPP projects in various fields. She participated in the following projects:

• legal support of the winner of concession agreement conclusion right competition regarding transport circuiting of Khabarovsk with total investment more than 47 billion rubles at competition stage, commercial and finance closure;
• legal support of creation and exploitation of mixed ferry line railway ships Ust-Luga project – Baltiysk based on concession agreement;
• legal support of the biggest PPP project in public transport sphere in Russia – on creation and exploitation of tram network in St. Petersburg (Kupchino – Shushari – Slavyanka) with total investments around 26 billion rubles;
• complex support of concession projects on hotels creation within the private initiative framework;
• support of reconstruction and operation project of the “Leningrad Regional Center of Medical Rehabilitation” in the Leningrad region on the basis of a concession agreement; concept development on Innovation medical cluster creation in the Caucasus Mineral Waters region using PPP mechanisms;
• legal research of possible implication into turnover of the property complex State Museum Reserve Peterhof “Ropsha Palace» on PPP terms;
• legal support of preparation of private investors’ proposals on the implementation of concession projects for medical and sports facilities;
• development of a legal scheme for the project of education facilities creation and operation in the Republic of Bashkortostan;
• preparation of a legal scheme of a health care investment project realization on the territory of St. Petersburg;
• participation in updating of the Socio-economic development strategy of the North-West Federal District until 2020.

International professional rating Best Lawyers recommended Lusine in the investments sphere in 2019-2021.

Lusine Arutyunyan has been ranked in individual lawyer ratings by the international professional research IFLR1000 and the Pravo.Ru-300 rating in the sphere of project financing, PPP and infrastructure projects.

Lusine was awarded by St. Petersburg Bar Association for “Creative achievements”.

Lusine is the author of articles in specialized professional publications, performs as a lecturer at educational PPP programs (as well as MGIMO University, Finance State University, Peter the Great St. Petersburg Politechnic University, programs organized by the National PPP Center).
