Diana received a master’s degree of Russian Presidential Academy of National Economy and Public Administration. While studying, she gained experience working at a consulting legal company and continued her career as a lawyer for a federal company, specializing in real estate transactions support, urban planning issues, civil, housing and land legislation.

At «Kachkin and Partners» Diana specializes in PPP, in preparation of legal justification for infrastructure projects implementation forms in particular; concession agreements preparation, including those concluded within the private initiative framework; identifying project risks and recommendations for their optimal reduction; in working with representatives of government bodies, she also participates in the negotiation process on concession agreements terms.  Diana participated in the following projects:

• concession agreement development for an educational campus in Tomsk with 31 billion rubles total investment;
• concession agreement development for the tram line to Pulkovo Airport in St. Petersburg with 30 billion rubles total investment;
• concession agreements development for the municipal solid waste management integrated system in the Krasnodar Territory using PPP mechanisms with more than 21.6 billion rubles investment volume;
• supporting the conclusion and execution of a concession agreement on the creation and operation of the municipal solid waste management facility for the Yekaterinburg agglomeration with 19.24 billion rubles total investment;
• concession agreements development for waste management complexes in the Sakhalin region with 7.65 billion rubles total investment;
• supporting concession agreements execution in relation to outdoor lighting facilities in the Far Eastern Federal District with 3.2 billion rubles total investment;
• automated waste sorting complex in the Tomsk region with 2.4 billion rubles total investment.

Diana is the author of scientific publications. Her research interests include housing and communal services prices (tariffs) state regulation issues.
