Dmitry Nekrestyanov performed as a co-moderator of the Russian Guild of Managers and Developers open session on the issues of application of the Regional regulations of urban design in St. Petersburg
The Russian Guild of Managers and Developers organized an open session devoted to the issues of application of St. Petersburg law «On the regional regulations of urban design adapted at the territory of St. Petersburg».
Members of RGMD committees on architecture and urban planning, legislation, housing real estate, development, and engineering participated in the event. The discussion was moderated by Sergei Tsytsin, CEO and chief architect of «Tsytsin Architectural Studio», Head of RGMD Committee on architecture and urban planning, and Dmitry Nekrestyanov, Partner, Head of Real Estate and Investments Practice at Kachkin & Partners, Head of RGMD Legislation Committee. Alexander Karpov, the expert of St. Petersburg Legislative Assembly Commission on municipal facilities, urban planning and land issues, was invited as a key speaker.
The following topics were discussed during the event:
• The document’s role in urban planning. The practice of requirements’ application – developers’ specific examples and problems they may face with.
• The imperfection of existing regulations and their consequences for a developer: the transport section of the Regional regulations of urban design; requirements to social infrastructure objects; the opportunity of eliminating collision between the application of planting regulations and the law «On green planting in general use»; regulations on provision with square meters.
• The Regional regulations of urban design implementation minding the City development plan amendments. Is adding changes to the City development plan a particular developer’s business or a professional community’s task?
• The Regional regulations of urban design application order according to the draft law «On the order of site design preparation in St. Petersburg».
This open session was held in order to elaborate a consolidated opinion of the professional community on the changes taking place in the sphere of urban planning in St. Petersburg.
