The experts of the Committee on legislation of the Russian guild of managers and developers examined the legislative innovations of complex development of industrial areas
The meeting of the Committee on legislation of the Russian guild of managers and developers on the issue of changes in the field of the complex development of industrial areas took place under the chairmanship of Dmitry Nekrestyanov, Partner, Head of Real Estate and Investments Practice.
The State Duma of the Russian Federation approved the draft federal law «On peculiarities of regulation of certain legal relations arising in connection with the complex development of industrial areas and making changes to certain legislative acts of the Russian Federation» in the first reading. Saint-Petersburg Committee on economic policy and strategic development coordinates the implementation of measures for development of industrial areas adjacent to the historical center of Saint–Petersburg, the so-called «Grey zone». The Russian guild of managers and developers experts were recruited by the authority for a professional estimation of this new legislation.
The meeting participants expressed their point of view regarding the possible application of the legislator’s proposed redevelopment tools to the «Grey zone» territory of the city and also discussed the problem of lack of the institution with legally fixed powers for management and disposal of the property complex objects located in industrial areas.
