Advising Kalmyk Republic government on the review of regional PPP legislation
Kachkin & Partners was instructed to advise on the Kalmyk regional legislation on PPP issues.
The assignment given comprises of analysis of the draft law on participation of the Kalmyk Republic in PPP projects prepared by the Ministry of Economy and Trade; comparative analysis of the drafted law in relation to the foreign legislative initiatives (the UK, Germany and Canada) and the corresponding laws of other regions of the Russian Federation; drafting recommendations on development of regional laws of the Kalmyk Republic in connection to the new law on PPP; legal advice in relation to the pilot PPP projects in the republic (community facilities and water engineering) – assistance in elaborating the legal structure for the projects.
