Participation in expert review and development of the draft federal law on PPP of the Russian Federation
Denis Kachkin, the Managing Partner at Kachkin & Partners, took an active part in developing the draft federal law on PPP and amendments to the connected Federal Laws, i.a. Tax Code, Fiscal Code, Land Code, required for future PPP legislative developments. Denis Kachkin devoted considerable portion of his time to taking part at numerous discussions of the draft federal law on PPP held by the Ministry of Economic Development of Russia, the PPP Development Centre, the Chamber of Commerce and Industry of Russia and other government bodies and NGOs. As an expert, he reviewed and amended the draft law on request of the PPP Development Centre and the Ministry of Economic Development.
The project has been carried out during several years (since May, 2012) and has been successfully finished in summer of 2015 with the adoption of the federal law on PPP of the Russian Federation. Denis Kachkin has been personally praised by the Ministry of Economic Development of the Russian Federation for his participation in the expertise at the stage of drafting the federal law on PPP.
For the first time the law establishes the basis of legal regulation of agreements on public-private and municipal-private partnerships on a federal level (range of subjects, their rights and responsibilities, agreement’s objects, procedures of PPP project development, PPP agreement conclusion, etc.).
