Development of a concept for the creation of an Innovational medical cluster in the Caucasian Mineral Waters Region spanning a total area of several tens of thousands sq km and an action plan for its implementation
The project entails the creation of an innovational medical cluster as a destination for Russian and international health tourism and a center for the innovative advancement of medicine reflecting government priorities in terms of the development of healthcare, medicine, education, science and industry and harnessing the full potential of the CMW Region and North Caucasus Federal District (NCFD). Development of the cluster is expected to be based on such promising areas as cutting-edge diagnostics, medical rehabilitation, elder care and gerontology, and emerging trends and methods of disease prevention, including preventive medicine and spa medicine.
Kachkin & Partners, in conjunction with other consortium participants (SOLVE Consulting Managementberatung GmbH, VAMED Engineering GmbH & KO KG, DMG), has pursued the formation and analysis of various scenarios for the creation and development of a medical cluster in the Caucasian Mineral Waters Region, the development of a concept for the creation of an innovational medical cluster in the region, and the drafting of an action plan aimed at its implementation.
The direct tasks for Kachkin & Partners as the legal consultant of the project have included determination of the optimal legal model for cluster creation, choice and justification of the applied PPP forms and other ways of interaction of cluster participants with the state, municipal formations and between themselves, proposals on structuring of the investment mechanisms of registration of legal relationship with cluster potential participants at the objects of real estate property created by the cluster managing persons, recommendations on amendments to cluster, health care and education federal legislation. While providing legal services Kachkin & Partners has also carried out the analysis of the so-called “analogue-projects”, including the international medical cluster with regard to the system and order of management of the International medical cluster, registration of relationship with cluster participants.
