Legal support for an investor at the stage of preparing a proposal on a PPP project in the field of medicine
Kachkin & Partners is carrying out legal support for an investor at the stage of proposal preparing (including a PPP agreement draft) and negotiations conduction. The investor is «High Medical Technologies North», LLC, which is a subsidiary of «PET-Technology», a portfolio company of RUSNANO, JSC — the major Russian government-owned joint-stock company aimed at commercializing developments in nanotechnology. The project is supposed to be implemented on a private initiative basis.
This project on creation and following maintenance of a healthcare object — a vascular centre — is planned to be implemented in the Murmansk region on a PPP basis (the Federal Law on Public-Private Partnership (PPP)). According to the project, the existing building of a hospital reception department is going to be reconstructed into a four-storey building of a vascular centre equipped with patients’ hospital rooms, diagnostic, reanimation and operating departments.
The Ministry of Health of the Murmansk region is to become the public party of the agreement. The budgetary healthcare institution, the current owner of the hospital buildings located next to the reconstructed department, is to take over the responsibility on object’s operation (providing medical services to public).
The project is one of the first of its kind in the Russian healthcare field expected to be implemented according to the requirements of the new RF Federal Law on Public-Private Partnership (PPP).
