Denis Kachkin joined the PPP Committee of the Russian Chamber of Commerce and Industry
Board of the Russian Chamber of Commerce and Industry decided to set a specialized PPP Committee in view of the actuality of private investments invitation to infrastructure projects using the PPP mechanisms.
The Committee activity will be aimed at forming favorable conditions of PPP implementation in various branches of the Russian economy. This ground for discussion will allow combining infrastructure and investment companies, financial institutes, consulting structures, state and municipal public authorities and business community for offers’ development on PPP legal framework modernization and private partners selection methods, PPP projects discussion on federal and local levels, improving professional competence in the sphere of PPP, establishing effective communications, receiving actual information on the PPP tendencies in Russia and participating in thematic events of the industry.
Denis Kachkin, Managing Partner of Kachkin & Partners, recognized expert in PPP development sphere in Russia, joined the Committee.
The PPP Committee meeting was held on September, 17th and was devoted to PPP mechanisms application for obtaining private companies investments and services for state tasks solving.
In the context of the meeting a discussion was scheduled on such key topics as organizational and institutional measures of PPP projects stimulation, PPP legislation modernization, state policy building regarding the institute of PPP and also ways of supporting the PPP projects by the Central Bank of the Russian Federation and the opportunity of inviting means of National Welfare Fund and pension funds on a repayable basis.
Representatives of the Expert Presidential Executive Office, the Russian Ministry of Economic Development, Ministry of Finance, Ministry of Regional Development, Central Bank of the Russian Federation and Committee for Property of the State Duma of the Russian Federation took part in the PPP Committee meeting.
