“Denis Kachkin participated in the 10th anniversary Istanbul PPP Week»

Denis Kachkin, Managing Partner and Head of Infrastructure and PPP Practice at Kachkin & Partners, took part in the 10th anniversary Istanbul PPP Week, one of the largest international platforms dedicated to PPP development.

Istanbul PPP Week brings together experts, representatives of international financial institutions, businesses, and key PPP market participants. The goal is to share best practices, discuss innovations, strengthen cooperation, and shape the future of infrastructure projects.

At Istanbul PPP Week 2026, many technical and financial aspects of PPP (public-private partnerships) were discussed, but the key message, which was reiterated, was that infrastructure development should focus on people, their interests, values, and rights. Efficiency, profitability, and technological advancement are undoubtedly important, but they must be subordinated to the fundamental principle of the primacy of the interests of the population—those for whom this infrastructure is being built.

The theme of the year, Humanising Prosperity, is not just a slogan, but an attempt to rethink what makes infrastructure truly valuable to society.

The discussion focused on:

  • human comfort
  • equal access to services, taking into account the needs of vulnerable groups
  • quality of life in specific cities and regions

Such social effects are difficult to measure in NPV or IRR, reflect and take into account in a financial model, but they are the ones that should determine the long-term goals of projects.

Why is it important to assess investment volumes?

According to the World Bank:

  • the volume of private investment in infrastructure (PPI) in 2024 alone exceeded ~$100 billion, which is 16% higher than in 2023 — and this is the first time the figure has reached this amount since the beginning of the pandemic
  • the total volume of projects with private participation is over 10,000 infrastructure projects in more than 130 countries

It is projected that over $100 trillion will be required to satisfy the need for new and modernized infrastructure by 2040, while the actual annual capacity is only around $5 trillion. These numbers demonstrate that the demand for infrastructure far exceeds the real possibilities.
