Denis Kachkin participated in the session of the expert council on healthcare of The Council of the Federation Committee on Social Policy
A visiting session of the expert council on healthcare of The Council of the Federation Committee on Social Policy devoted to the private-public partnership in the sphere of healthcare was held in the building of apparatus of Presidential Plenipotentiary Envoy to the North-West Federal District of the Russian Federation. Denis Kachkin, the Managing Partner at Kachkin & Partners, participated in the session on the personal invitation of the Committee Head Valery Ryazansky.
The event was attended by Deputy Head of The Council of the Federation Committee on Social Policy Igor Tchernyshev, Chairman of the Committee’s expert council on healthcare Vitaly Omelyanenko, Assistant Presidential Plenipotentiary Envoy to the North-West Federal District of the Russian Federation Sergey Zimin, Director of infrastructure development and PPP department of the Ministry of Health of the Russian Federation Andrey Kazutin. Representatives of executive public authorities of the subjects of the Russian Federation responsible for healthcare and investment policy, heads and members of federal healthcare agencies and higher educational institutions of medical profile were among the participants of the session as well.
At the event the experts discussed the current experience in development and implementation of PPP based investment projects in the field of healthcare; problems, legal aspects and mechanisms of interaction between the partnership’s parties. The participants of the session also suggested their ideas on legal framework modernization for the implementation of these projects.
