Denis Kachkin performed at IV annual seminar on PPP problems in St. Petersburg
Approximately 150 participants including representatives of public authorities and governmental organizations from various subjects of the Russian Federation, business community and experts in the sphere of PPP consulting met at the annual specialized event at the «Ambassador» hotel in St. Petersburg in order to share their practical experience in the field of initiation, implementation and maintenance of PPP projects.
At the seminar «Experience exchange in projects implemented with PPP technologies in the regions of Russia, ready-made schemes and offers for distribution of the most actual projects» organized by the non-commercial organization «St. Petersburg – London 2003» and supported by St. Petersburg Finance Committee and Investments Committee a number of significant issues were reviewed. Health care infrastructure design, construction and operation carried out with PPP mechanisms; concession agreements usage in the implementation of projects on road and transport infrastructure development; evolved schemes application in public financing of PPP projects were discussed.
Legal aspects and economics of life cycle contracts in connection with the urgency of the Federal Law «On the contract system in the sphere of goods, works and services procurement for meeting state and municipal needs» were touched upon during the event as well.
