Denis Kachkin performed at the regular meeting of the PPP Committee of the Russian Chamber of Commerce and Industry
The meeting of the PPP committee of the Russian Chamber of Commerce and Industry «The Russian tax system improvement for further public-private partnership development» was devoted to the following topical taxation issues:
- improvement of the calculation and payment procedure of the value added tax, profit tax and property tax for the companies participating in public-private partnership projects, including the ones being implemented on the basis of concession agreements;
- practicability of the tax burden lowering for participants of the PPP projects in low-margin branches;
- predictive assessment of the budgetary efficiency of the tax concessions provided to the investors in the PPP projects;
- possibility to appeal to the foreign experience of granting tax concessions to private partners.
In his performance Denis Kachkin, the Managing Partner of «Kachkin and Partners», talked on the origin, development and peculiarities of the TIF (Tax Increment Financing) application in world practice. He also spoke about the separate initiatives of its introduction and this model’s adaptation attempts made in the Russian legal reality. This system assumes compensation for expenses on infrastructure creation from budgetary funds by means of the taxes received as a result of the investment project’s implementation after the infrastructure objects’ putting into operation.
Following the results of the meeting recommendations to the interested governmental bodies on tax legislation’s modification regarding the measures of tax burden lowering for the PPP participants and investors’ activity stimulation to participate in the PPP projects are to be developed.
The federal executive authorities’ representatives, the State Duma deputies, audit and consulting firms’ experts, investor companies implementing projects on the PPP basis also took part at the PPP Committee meeting.
