Denis Kachkin performed with a speech on PPP legislation during the plenary discussion of the forum “Development and construction in the Leningrad region”
Representatives of public authorities, construction, development and investment companies, public organizations and associations and media once again met at the annual exhibitional forum «Development and construction in the Leningrad region» organized by Government of the Leningrad region, Russian Guild of Managers and Developers and PROEstate Events.
At the event experts managed to discuss creation of favourable and transparent conditions for the capitals inflow into perspective projects, evaluate the results of innovative construction technologies implementation, assess the potential, achievements and future of construction industry in the region, exchange the experience in territory integrated development and providing projects with social and business infrastructure.
During the plenary session «United town-planning concept: compromise is achievable» the first persons of the regional government presented the directions of town-planning development of the region. Denis Kachkin, the Managing Partner of Kachkin & Partners, also gave his opinion on legislative initiatives contributing into further development of the PPP institution. He pointed out the important role of activity of non-commercial structures that carry out methodical and integration tasks and gave the examples of successful implementation of PPP projects in the Leningrad region.
Besides, Denis became the participant of discussion in the context of the conference «Social programs of the region: direction for use» organized and supported by the «Real Estate and Construction in St. Petersburg» newspaper. The invited speakers tried to find the answers to such questions of vital importance for the industry as effectiveness of the regional program on social infrastructure objects in exchange for tax concessions for developers, real estate buyers’ ability to pay in addition for the quality of the territory where residential complexes are being built, existing abilities of inviting qualified specialists to work in new districts, influence of low-cost housing construction for welfare beneficiaries, evenness and harmony of development of different regional zones from the perspective of construction dimension.
Perspective projects and technologies in the sphere of development and construction were also exhibited in the forum.
