Denis Kachkin, the firm’s Managing Partner participated in the III Russian forum» Infrastructural projects of Russia: partnership of business and government «
The III Russian Forum «Infrastructural projects of Russia: partnership of business and government» was held in Moscow today. The heads of government bodies and state institutions, the State Duma deputies, legislation and finance experts, representatives of major companies and banks took part in the Forum. Denis Kachkin, the firm’s Managing Partner joined the expert group in the discussion of the draft federal law on public-private partnership.
The Forum was organized by Vnesheconombank, the Russian Union of Industrialists and Entrepreneurs, the TalkSquare company and Development Center of Public-Private Partnership. The event started with the plenary session devoted to the implementation of investment mega-projects in Russia, past and present, and was proceeded with the thematic sessions, expert debates and round tables. The Forum discussions touched on the problems of improving the health care system and transportation construction. Particular attention was paid to the federal legislation on public-private partnership.
In the framework of expert debates «Federal Law on Public-Private Partnership: Pros and Cons» the experts discussed the need for common regulation of PPPs at the federal level, the existing regional laws, a need for using greater variety of legal models in realization of PPP projects, and international experience. The representatives of the Ministry of Economic Development and Ministry of Transport, the European Bank of Reconstruction and Development, regional authorities, the largest consulting and legal firms and credit organizations took part in the vivid discussion. Denis Kachkin summed up the discussion in his speech and expressed his belief in the need of further development of federal legislation in the field of PPP for the growth of investment attractiveness of Russia.
