Denis Kachkin took part in the meeting of the Ministry of Economic Development of the Russian Federation devoted to the current edition of the federal draft law on PPP
The Ministry of Economic Development of the Russian Federation held a meeting on revision of the latest version of the draft law “On the grounds of private-public partnership in the Russian Federation” in order of its adaptation to current terms and market needs.
At the session Igor Koval, Director of the Department for Investment Policy and Development of Private / Public Partnership of the Russian Ministry of Economic Development, listened to opinions of legal consultants invited to the meeting on the possible modernization of the document that will be reviewed by the State Duma of the Russian Federation during the second reading in spring session.
The audience’ major attention during the session was drawn to the most demanded projects and sectors of infrastructure development with application of PPP instruments as well as adherence to principles of keeping the chance of transferring the property belonging to budgetary institutions on the basis of the right of operative management as object of a PPP contract in for purposes of reconstruction.
