Federal law “On the Public Private Partnership in the Russian Federation” passed the first hearing
Today the State Duma of the Russian Federation passed the draft law on PPP in the first hearing. The draft law had been worked out by the Russian Ministry of Economic Development and was recommended by the State Duma Committee on Economic Policy, Innovation and Entrepreneurship.
The adopted version of the draft law emerges as a framework and liberal model of the legal regulation assuming considerable freedom on the PPP issues for constituent entities and municipal governments. Nevertheless, the authors are to complete the document with a number of important amendments by the second hearing.
«The draft law adoption in the first hearing is the evidence of the government’s serious intentions to modernize infrastructure and raise private investments. I had a pleasure to take part working out and discussing of this document. From the very beginning and, especially, at the final stages we have faced the resistance bordering frequently on misunderstanding and total denial of the PPP in concept. Coming to the second hearing is a great achievement itself. On the other hand, there are still a lot of things to be done in order to make the draft law a law», — supposes Denis Kachkin, the Managing Partner of Kachkin & Partners, member of the Expert Council of the PPP Development Centre and the working group on the PPP federal law preparation with the Russian Ministry of Economic Development.
Taking into consideration all the necessary amendments’ coordination and adoption, Denis Kachkin forecasts the draft law second hearing to be held by the State Duma autumn session.
