Irina Mitina, Infrastructure and PPP Senior Associate at Kachkin & Partners, spoke on the impact of medical organizations’ financing according to compulsory health insurance system on the PPP projects implementation in health care
The Graduate School of Management of St. Petersburg State University held a round table on the issues of PPP projects development in the sphere of health care in Saint-Petersburg as part of the International Conference «GSOM Emerging Markets Conference: Business and Government Perspectives».
Irina Mitina, Infrastructure and PPP Senior Associate at Kachkin & Partners, also performed with a speech on peculiarities of medical organizations’ financing according to compulsory health insurance system and its impact on PPP projects implementation.
At the event the participants could get acquainted with the activity of the new GSOM SPbU department — Center for Private-Public Partnership Studies, and discover a number of pilot projects of St. Petersburg private-public partnership in the health care sector:
• construction and equipping of the block for medical treatment and rehabilitation of Municipal Hospital N 40;
• reconstruction and operation of the perinatal center at the Maternity Hospital N 17;
• construction and operation of the clinic, counseling and diagnostic center in the «Slavyanka» area of Pushkin District of Saint-Petersburg;
• reconstruction and modernization of Consulting and Diagnostic Centre of Saint-Petersburg State Pediatric Medical University and creation of Centre of unknown and hereditary diseases;
• creation of Centre of proton-ray therapy.
Moreover, specialists of consulting companies presented the financial and economical side of PPP projects in health care in Saint-Petersburg. Irina Mitina touched upon a number of crucial issues in this aspect:
• lack of capital expenditures in the tariff structure;
• short-term character of the tariff effect;
• risk of demand for service;
• mechanisms of PPP projects implementation in the sphere of health care;
• possible ways of legislation modernization.
Representatives of the administration of the Governor of Saint-Petersburg, heads of the field-oriented committees of Saint-Petersburg and the Leningrad region, private and public health care organizations, graduates and students of the program «Health Care Management», implemented in GSOM SPbU under the President’s management training program for national economy of the Russian Federation, and all colleagues from academic and business environment, executive, legislative and judicial branches, interested in the study and implementation of PPP mechanisms participated in the round table discussions.
