Kachkin and Partners in cooperation with “Vedomosti” newspaper organized the workshop “Federal contract system 2014. New opportunities and possible difficulties in the sphere of goods, works and services procurement”
On 1 January 2014 the new Federal law of 5 April 2013 N 44-FZ «On the contract system in the sphere of goods, works and services procurement for meeting state and municipal needs» went into force and replaced the Federal law of 21 July 2005 N 94-FZ that had given rise to unfavourable criticism from the process participants and the controlling bodies.
In 44-FZ the entire buying cycle is outlined. It should provide results clarity beginning from procurement planning, works acceptance and ending with specific results analysis.
At the event organized by «Kachkin and Partners» and «Vedomosti» newspaper the most important changes in the contract law were reviewed, the first results of switching to the new system were summed up, the problems that organizations face with were revealed. The participants were able to exchange opinions on the main topics of the meeting and share their practical experience.
The discussion was aimed at generalizing the changes in the contract law, getting official commentaries and explanations from governors and viewing the controversial issues of practical application.
The topics that stayed in focus were:
- New rules and concepts introduced by N 44-FZ.
- Complicated issues of practical application in the order of procurement procedure for budgetary and autonomous organizations, state and municipal unitary enterprises.
- Fundamental changes in the system of public procurement control.
- Court practice perspectives of the public procurement disputes.
