Kachkin & Partners advises the regional authorities on drafting the new legislation regarding participation in private-municipal partnerships
The scope of the project consists in drafting of a regulation of the Superior Representative Body of Slantsevskij municipal district “On participation of municipal formation “Slantsevskij municipal district of the Leningrad region” in the projects on the basis of private-municipal partnerships”, as well as subsequent adaptation of the latter with the current Slantsevckij municipal district`s regulatory framework. Kachkin & Partners» experts advise on drafting of regional laws on participation in the private-public partnerships also to Kalmyk Republic and Lipetsk region.
The mechanism of private-municipal partnership is not very commonly used in Russia in spite the fact that it is one of the few tools available to municipal authorities to stimulate the economic growth of the entrusted areas, which nowadays can hardly be achieved but through private funding. Implementation of this tool allows for improvement of the situation in most economically challenged districts of the Leningrad region, and throughout all Russia in future.
The construction of an open stadium on the private-municipal partnership basis is currently being considered in Slantsy. For the municipal formation this project would not be feasible from attracting financing from the budget, whereas by using the new legal and financial tool will allow to spread the payment during 10-15 years and start the construction in the nearest future.
“We have got the costings and design project ready, but we could not attract the investor without the regulatory framework. The negotiations with potential partners are in progress at the moment. The beginning of construction is planned to commence early next year”- Vladimir Petrov, the Head of Slantsevckij district, commented. According to him, the further implementation of the similar initiative would give rise to the development including the depressed districts of the region.
