Kachkin & Partners and Komi Republic made an agreement on collaboration in PPP development
Consulting services agreement on preparation and implementation of an investment project on the PPP basis on construction and operation of a social service object in Ust Kulomsky district of the Komi Republic was signed in the Komi Representation Office in the Northwestern Region of the Russian Federation. The agreement parties were the Agency of the Komi Republic on Social Development and «Kachkin & Partners». This agreement will allow the Agency to get qualified support and prepare a legally competent investment project for its further implementation on the PPP basis.
This is the first example of PPP mechanism implementation in social sphere in Komi. In terms of limited PPP budget resources the active invitation of private investors not only into major infrastructure projects but into education, health care, social sphere is becoming a trend of regional development. Leading experts of the Northwestern Federal District have declared it at the videoconference in the Komi Representation Office in October. This agreement may be considered as one of the videoconference’s results.
According to the Managing Partner of Kachkin & Partners Denis Kachkin, the Komi Republic has all the chances to become one of the forefront regions tending to implement investment projects on the basis of PPP. For this purpose there is a number of favourable factors including banking institutions having funds and ability to invest them into regions on the one hand, and the region’s administration interest in PPP development as an important instrument of regional development on the other hand. Denis particularly pointed out the importance of the opportunity for the Komi Republic to adopt the advanced experience of St. Petersburg in PPP projects implementation thanks to its Representation Office.
