Kachkin & Partners co-organized extended session of the working group on PPP of the Expert council of the Autonomous Non-Commercial Organization “Strategic partnership “North-West”
Kachkin & Partners in association with the Autonomous Non-Commercial Organization “Strategic partnership “North-West” organized extended session of the working group on private-public partnership in the form of a seminar themed “Peculiarities of PPP projects implementation in health care: topical problems and ways of their solution”.
The event was aimed at giving the Russian Federation subjects that are members of the Strategic partnership ideas on PPP in medicine, demonstrating the readiness of private sector to cooperation with public partners and drawing attention to the possible barriers in this process existing today. Denis Kachkin, the Managing Partner at Kachkin & Partners, head of the working group on PPP of the Autonomous Non-Commercial Organization “Strategic partnership “North-West”, moderated the seminar. Irina Mitina, Infrastructure and PPP Senior Associate at Kachkin & Partners, performed as a speaker there.
The following issues were reviewed at the event:
1. Current situation in health care and opportunities of using PPP mechanisms:
- providing medical services by state budgetary institutions not having effective new equipment and experienced staff;
- providing expensive services by private clinics;
- possible trends and positive effect from using PPP in medicine.
2. Specialties of legal regulation in health care and its impact on projects investment attractiveness:
- lack of expenses on capital costs in the tariff structure (issues with compensation for investor’s costs on construction);
- short-term character of the tariff’s action (due to long term of investment projects – issues connected with project’s pay-back planning and investor’s interests protection);
- risk of demand for services (mechanisms of investor’s interests protection due to:
— availability of a plan for a certain service amount for medical organizations and
— establishment of the tariff size by persons not involved in the project).
3. Experience in PPP projects implementation in health care (by the example of the Regional center of medical rehabilitation on the territory of the Leningrad region).
The seminar’s audience consisted of heads of field-oriented committees of St. Petersburg and the Leningrad region, managers of the leading financial organizations and educational institutions. The event was also aired online for the representatives of the competent public authorities of the Northwestern Federal District subjects – the first persons of departments responsible for economical and investment activity, industrial and competition policy, health care and social development of Pskov, Novgorod, Murmansk, Arkhangelsk regions, the Nenets Autonomous District,the Republics of Karelia and Komi.
