Kachkin & Partners has acted as a legal adviser to the winner of the competitive tender for the project of a tram network creation in St. Petersburg

The results of an open tender on the project of creation and operation of a tram network along the route Kupchino metro station — pos. Shushary — Slavyanka in St. Petersburg are published: according to the results of consideration and evaluation of competitive bids, BaltNedvizhServis, LLC — a special project company belonging to ABZ-1 Group – has been recognized as a winner. The agreement of intent of the project implementation has been signed within the framework of St. Petersburg International Economic Forum.

The planned length of the tram tracks is about 21 km. Traffic on the new tram line will be launched in 2021. The concession agreement is concluded for 30 years. Today this is the largest project in the field of urban passenger transport.

One of the leaders in the field of financing infrastructure and PPP projects in Russia — Gazprombank – has acted as an exclusive financial adviser and is planning to provide funding to BaltNedvizhServis, LLC in the amount of about 25 billion rubles. The financial closing of the transaction will take place in 2019.

Kachkin & Partners has provided legal support for the consortium participation in one of the first PPP projects in the Russian Federation in the field of public transport at the contest stage.

Five companies that have passed the prequalification took part in the tender. The bids were received from BaltNedvizhServis, LLC and Tramvaynye puti Severnoy stolitsy, LLC (owned by “CECT infrastrukturny konsalting” and “Infrastrukturnye investitsyi holding” (VTB Group)). The amount of the operational payment paid by the grantor in favor of the future concessionaire (the winner of the tender) was established as the tender criterion. The initial value of this payment was 89 billion rubles. The offer of the BaltNedvizhServis, LLC consortium amounted to 58 billion rubles, which is 17 billion rubles less than the offer of the second participant.
