Kachkin & Partners participated in the hearings of the regional draft law “On participation of the Leningrad region in private-public partnerships (PPP)”
The Union of Industrialists and Entrepreneurs of the Leningrad region organized the hearings of the regional draft law on private-public partnerships supported by heads of Committee on economical development and investment activity of the Leningrad region, the Leningrad regional department of the Russian Chamber of Commerce and Industry, the Institute for Enterprise Issues, regional organizations’ managers and Russian and international consulting companies’ experts.
Representatives of public authorities pointed out the existing ways of implementation of social and infrastructure projects and named the draft law advantages in their performances. Speakers of public associations and organizations expressed their hope for a more effective business involvement in PPP owing to the law’s adoption.
Kachkin & Partners were represented by Maria Skryabina, Infrastructure and PPP Associate, at the hearings. She also assessed the contents of the prepared law, marked its strengths and weaknesses.
The discussion resulted in a decision to review suggestions and some corrections in the draft law, specifically on precise definition of PPP parties’ obligations and many other legal issues and to submit them to the regional parliament in writing.
