Khanty-Mansiysk Autonomous Okrug-Yugra government approved a model solution on private-municipal partnership prepared by Gazprombank and supported by Kachkin & Partners
At the government commission meeting on considering issues of providing subsidies from the Khanty-Mansi Autonomous Okrug-Yugra budget to municipal budgets for co-financing municipal programs a form of an agreement on private-municipal partnership developed by Gazprombank was approved. Kachkin & Partners had taken direct part in the preparation and coordination of the document.
The approved agreement is based on 224-FZ «On private-public partnership, private-municipal partnership…» and allows to implement a flexible approach to transaction’s structure and risks’ distribution in the project. A distinctive feature of projects implemented on the basis of the 224-FZ is the ability to divide the commitments on technical and functional operation of educational facilities between a private partner and a public partner, respectively.
