On December 13, the Moot Court on PPP-2025, traditionally organized by Kachkin & Partners with the support of leading PPP market experts, concluded.

This year’s event was special – instead of the traditional courtroom duel, the finalists were invited to discuss a legislative initiative.

According to Denis Kachkin, Managing Partner and Head of the Infrastructure and PPP Practice at Kachkin & Partners, participating in lawmaking is not just a professional interest for the firm, but a fundamental part of its work. «Our team has repeatedly acted as the sole consultant from the legal market in the development of key laws on PPP. That is why this year we invited the finalists of the mutcourt to try themselves as the creators of the rules of the game, because understanding the logic of a legislator is just as important for a lawyer as the ability to apply the law in court,» he said.

The final turned out to be very intense – the teams got used to the role as much as possible, but at the same time they were able to demonstrate their knowledge and ability to conduct a discussion. For the first time in the history of the PPP mutcourt, the final lasted 4.5 hours! One of the arbitrators, international consultant and PPP coach Remir Mukumov, noted the high level of training of all finalists.

The PPP-2025 competition brought together about 90 participants and more than 30 teams from 15 universities in the country (including MSU, MGUA, RGGU, Kazan Innovation University, South Russian Institute of Management). The geography has also expanded – Kaliningrad, Kazan and Donetsk presented their teams for the first time. According to a good tradition, we held the tournament at the Faculty of Law of the National Research University Higher School of Economics (Saint Petersburg). It is noteworthy that the Higher School of Economics was represented in all three finalist teams!

The winner of 2025 was the HSE Tolstovtsy team.

In addition to the traditional prizes, the moot court arbitrators offered to prepare letters recommendation for all finalists. «It was the most difficult final in the history of our moot court and all the participants gave their best, so we will be happy to give our recommendations!», — Denis Kachkin said.
